Quentel Penn is an Active-Duty U.S. Navy JAG Officer and command services attorney with extensive experience serving on board Fast-Attack Submarines. During his enlisted career, he completed one surge deployment and two EUCOM strategic deployments critical to national security. Quentel’s exceptional performance earned him selection into the highly competitive Navy Judge Advocate General Corps In-Service Procurement Program (JAGC-IPP), leading to his commission as a naval officer upon graduating from law school and passing the D.C. bar. He holds a Bachelor of Natural Science from Excelsior University (Summa Cum Laude) and a Juris Doctor with a specialization in National Security Law from Georgetown University Law Center (GULC). Additionally, Quentel holds a Master of National Security Law from GULC (With Distinction), underscoring his expertise in navigating complex legal challenges at the intersection of law, security, and military operations.
