QUENTEL PENN

Quentel Penn is an Active-Duty U.S. Navy sailor with experience serving onboard Fast-Attack Submarines, where, as an enlisted service member, he completed one surge deployment and two EUCOM strategic deployments vital to national security. After that, he transitioned to Navy Talent Acquisition Group Richmond (NTAG), where he performed duties as a Talent Scout and Assistant Leading Petty Officer in recruiting the best and brightest for naval service. During his tenure with NTAG Richmond, Quentel was selected for the prestigious Navy Judge Advocate General Corps Inservice Procurement Program (JAGC-IPP). He received a subsequent commission as a naval officer upon completing law school and D.C. bar passage. He holds a Bachelor of Natural Science from Excelsior University (Summa Cum Laude) and a Juris Doctor (National Security Specialization) from Georgetown University Law Center (GULC). Lastly, he will receive his Master of National Security Law from GULC in February 2024.
