ABOUT THE PROGRAM

A Direct Pipeline from Pallas to Federal Service

The Pallas Foundation is dedicated to cultivating the next generation of national security leaders. Through our fellowship program, we train young professionals in leadership, national security, and emerging technologies–building a pipeline of mission-ready talent passionate about public service.

As an approved Intergovernmental Personnel Act (IPA) partner, we have the authority to place these professionals into
full-time federal government roles. Our IPAs embed directly within agencies, bringing fresh expertise, strategic thinking, and the Pallas network to bear the nation's most pressing challenges.

We are actively seeking government partners to expand upon our successful placements–and our bench of talent is ready.

Cost Efficient

No government benefits required. Funding comes from a separate source, giving agencies budget flexibility.

No Hiring Limits

IPA placements don't count toward employee hiring caps - expand your team without the red tape.

Pre-Vetted Talent

Every IPA candidate comes from Pallas's fellowship pipeline–trained, motivated, and mission-aligned.

We identify candidates from our fellowship alumni pipeline whose skills, experience, and clearance status align with your needs.

The IPA is placed full-time in your agency. Pallas handles employment, benefits, and ongoing support–your team gets the talent.
